Thomas "Tom" Mauk started his career working in the City of Los Angeles CEO's office. He then spent 30 years as the City Manager for a number of cities, including the City of Whittier, the City of Norco, and the City of La Habra.

As a City Manager he was active in implementing and supervising various public works projects including water, streets and roads, parks, and building projects. After retiring as a City Manager, Tom worked in the private sector as a Financial Services Client Services Director with MBIA Muni Services. Tom then completed an 8-year term as the CEO of Orange County, the 5th largest county in the Country. Tom managed 17,000 employees and a budget in excess of $5 billion dollars per annum. He also implemented a number of major high-value public works projects. Through these experiences, Tom understands the process of dealing with public and private agencies and the public as well. Tom is the Director of Business Development for Onward Engineering, playing a fundamental role in improving our firm's long-term and short-term organizational goals, interfacing with and building relationships with our clients, identifying business opportunities, and managing our marketing and business development team.
