State Route 91 Express Lanes Preventive Pavement Maintenance Project

OE hired to provide design engineering and construction management services to the Orange County Transportation Authority (OCTA) to rehabilitate 3 miles of the SR-91 Freeway Fast-Track lanes, from SR-55 to the eastern Orange County boundary.  The rehabilitation methods utilized included portions of variable-depth grind and overlay and seal coating.  The project required extensive traffic control and phasing plans to ensure the proper implementation of all construction activity with minimal impact to the traveling public. The project was shelved due to funding limitations/restrictions for construction.
