County of Orange Construction Division Assessment
OE was selected to provide a Comprehensive Operations Assessment to the Orange County Public Works Division. We were selected based on the vast experience our staff harnesses in public works construction inspection and contract administration. The purpose of the assessment was to identify areas that needed operational improvements. OE looked at processes in four core operation groups: 1) Organization & Staffing, 2) Work Process & Interfaces, 3) Systems, Equipment & Facilities, and 4) Leadership & Executive Management. The OE team conducted interviews and surveyed: division employees, utility companies operating in the County, contractors who frequently interface with the County, and additional operational divisions within the County who interact with Public Works over the course of three months. The resulting 150 –page report identified 70 specific areas for improvement and provided the County with recommendations for realizing improvements in each. The County of Orange encompasses 950 square miles and includes 16 major highways of which 13 are state routes.
