Adelfa, Foster & Marquardt Rehabilitation Projects (ARRA)

OE provided Design services for these three separate roadway rehabilitation projects, funded with ARRA stimulus funds. The City required a quick one-month turn-around and OE provided that for this 4.5 total mile rehabilitation project of Foster Road, Adelfa Drive and Marquardt Avenue. Design work included preparing roadway rehabilitation and striping PS&E as three separate plans, filing of both the Preliminary Environmental Study (PES) and expedited filing of E-76 Forms through Caltrans. The scope of work initially included full depth residential roadway reconstruction on Marquardt Avenue and portions of Adelfa Drive. The project was shelved for one year, and continued with local funding one year later. The new scope entailed a uniform grind and ARHM overlay for Foster Road and the majority of Adelfa Drive. The project also included PCC repairs and ADA upgrades to ramps. To ensure an accurate and cost effective design within the expedited timeline, our team conducted a detailed field survey, correlating identified deficiencies with Google earth imagery and roadway line-work on full-size plans to add clarity to each bid item.
