35 Year Road Revenue Expenditure Plans

OE developed a 35-year expenditure plan for the County of Orange CIP funds. Due to restrictions placed on State and Federal funds, the County concluded it was unable to complete all required work at the County level within the expenditure timeframes. OE developed a 35-year CIP plan, identifying: all project funding sources, including voter-approved sources; expenditure obligations; controlling assumptions; and recommended allocation of funds to projects and local agencies over 35 years. OE’s final report also identified anticipated funding shortfalls to capital projects and provided recommendations to the County to shore up those shortfalls.
